Cotton...but....
I found these cotton sheets to be rougher than I expected.
They are not soft and gentle like the outer bag felt. I thought the sheets would feel the same as the sheet bag container.

Right out of the package the sheets are nice crisp and soft. Very cool if you are a hot sleeper. Very durable if you toss and turn. No pilling. And the white gives a nice clean look and feels like sleeping on a cloud. Will definitely buy more. Percale are the best sheets.

The bed sheets I bought were made so small that I could not tuck the flat sheet in . It needed to be at least 1 foot longer. PS: I bought the correct size.
